TNESC governance is defined by the signed Statute approved by the Founding Assembly, Protocol No. 1 of 7 August 2017. TNESC distinguishes statutory governance, executive responsibility, supervisory oversight and academic leadership.
General Assembly of Members
Under sections 5.3, 5.4 and 5.7 of the Statute, the General Assembly is the highest governing body. It may decide any matter of TNESC activity and holds the exclusive competences listed in the Statute, including amendments to governing documents, election or removal of the Board and decisions on termination.
Board of TNESC
Sections 5.8–5.10 establish the Board as the body responsible for current organisational management, accountable to the General Assembly. It organises implementation of General Assembly decisions, prepares and convenes General Assemblies, approves current plans and measures and decides other matters that are not reserved to the exclusive competence of the General Assembly.
President — Prof. Vasyl Rossikhin
Under sections 5.11–5.13, the President conducts operational management and serves ex officio as Chair of the Board. The President represents TNESC, issues orders, directions and other internal normative acts and documents, organises administration and document flow, concludes agreements and performs other functions not reserved to the Board or General Assembly.
Supervisory Board — Chair: Prof. Iryna Popovich
Section VI defines the Supervisory Board as a consultative and control body accountable only to the General Assembly. Its remit includes financial oversight, review of financial and economic activity and reporting to the General Assembly.
Under section 6.4, the Board proposes the Chair for approval by the General Assembly. Dr Iryna Popovich was elected Chair of the Supervisory Board in August 2026.
Policy approval route
For the current six institutional policies, TNESC uses Board approval as the controlled default route under sections 5.8–5.10. The President chairs the Board and may issue implementation and internal normative acts under sections 5.11–5.13. The General Assembly remains the highest body and may decide the matter directly.
Academic Leadership Core
Prof. Vasyl Rossikhin, Prof. Iryna Popovich, Prof. Halyna Rossikhina and Prof. Evgen Popovich shape TNESC’s research agenda and provide interdisciplinary academic leadership.
The Academic Leadership Core is not a statutory governing body and does not replace the authority of the General Assembly, Board, President or Supervisory Board.
