TNESC’s Academic Leadership Core brings together four professors whose academic and professional work continues in Kharkiv under wartime conditions.
Academic Leadership Core
Prof. Vasyl Rossikhin, Prof. Halyna Rossikhina, Prof. Evgen Popovich and Prof. Iryna Popovich contribute legal, research, academic and institutional expertise to TNESC.
TNESC’s Academic Core brings together research on the state and law, public service, justice, finance and taxation, digital transformation, forensic science and university governance. Its members’ scholarship provides a foundation for interdisciplinary research on institutional resilience, human capital and Ukraine’s recovery.
Prof. Vasyl Rossikhin
Prof. Vasyl Rossikhin studies the origins and evolution of the state and law, the transformation of public institutions, public service, personnel policy and municipal governance. His publications also address territorial communities, the digitalisation of education and taxation, and the legal regulation of emerging economic relationships. Within TNESC’s research agenda, these themes inform work on institutional resilience, university governance, community development, digital transformation and the retention of human capital.
Dr. Iryna Popovich
Dr Iryna Popovich researches legality in the administration of justice, the relationship between legality and the rule of law, and the organisation and accountability of legal institutions. Her publications cover artificial intelligence in legal practice, the digitalisation of law enforcement, forensic examination as a source of evidence, and oversight of notarial activities. Within TNESC, this work connects research on justice and procedural safeguards with digital rights, legal identity, accessible legal services, and the protection of children and families.
Prof. Halyna Rossikhina
Prof. Halyna Rossikhina researches financial and tax law, public financial activity, tax policy, supervision and control, and the distinction between tax optimisation and abuse of rights. Her publications also address the digitalisation of taxation and administrative services, blockchain in financial and credit relationships, digital competence and public administration. Within TNESC, these themes inform research on the fiscal sustainability of recovery, funding for education and social guarantees, and fiscal incentives supporting communities, families and human capital development.
Prof. Evgen Popovich
Prof. Evgen Popovich researches administrative law, public service, prosecution, forensic science and criminalistics. His publications address the relationship between research and practice in forensic work, automated expert systems, the independence of forensic institutions, the digitalisation of public relations, and legal mechanisms for preventing corruption. Within TNESC, these themes connect with institutional capacity, evidence, rights protection and the humanitarian challenges of war. Their interdisciplinary development also encompasses migration, return, reintegration, and the resilience of children and families.
Scholarly schools and research supervision
Prof. Halyna Rossikhina is founder of a scholarly school in tax law, international financial law and comparative fiscal law.
The Academic Leadership Core also brings substantial experience in research supervision, academic attestation and the development of scientific personnel.
